Use up border patrol funding to pay to send immigrants to cities where the judges are more liberal and more likely to grant asylum status, where if they don't show up for court they are harder to round up because of the sanctuary laws, and where they probably would feel more welcome - all of which does the opposite of what Republicans want AND provides strong incentives for MORE people to come to the border requesting asylum.

All to "punish" the libs, who, as southdenverhoo points out, most likely don't even view it as punishment at all.
