I think this (and link) answers your question if I understood it correctly
FY19 Fed revenues $3.462T
FY17 Fed revenues $3.316T
So 4.4% increase from pre-tax cut revenue by my calculation.
Link does not show updated FY19 actual #'s (that's from my first link), still shows the lower estimated, but it gives you the picture. Also allows you to adjust all years to FY12 dollars if you want to adjust for inflation. Finally, I would also remind folks that FY17 was mostly post Trump election and taking office, and quite a good year for the other reasons (increased optimism, more pro-business administration, less regulation, etc.) so that FY16 might be more meaningful (not that it's a hugh difference when you factor in it's an extra year)
No matter how you slice it, and even if you argue for higher rates which is valid, our deficit problem comes almost exclusively from the spending side (and both parties suck on that).
