He wasn't detained on a jaywalking charge

This is an illegal detained for being accused of raping a woman. I'd hope that kind of situation would be elevated to ICE ASAP. Seemingly it was, although the Oklahoma Sheriff's office thought it would be a wise idea to release the guy instead. And, the guy goes immediately to the woman's house he raped previously (allegedly) and raped her again (allegedly).

That's messed up.
