I'm far from an expert on either country's health care system, but my


understanding is that both France and Germany have largely public funding of healthcare, but a mix of public and private hospitals, doctors, and other medical providers. I'm pretty sure the private providers can charge more and presumably provide better levels of care, shorter wait times, etc. I think something like that has the best chance of working here.
