Well technically it did. The government lost almost 11,000,000,000


Of the $49 billion it invested in GM to save it. A portion of that investment was in the form of loans which GM has re-paid in full. Another portion however was a stock investment in GM by the government, a decision the government made rather than pile on more loans. GM stock price has not recovered enough to cover the remaining 10.6 billion
