If you saw the entire interview he said it would be untruthful to try to claim that Iran would not funnel money to the IRGC. However, he also said that there were efforts to trace the money and most of it did not. But even on that point he admitted that is because Iran already fully funds the IRGC at the expense of the people not because of anything the administration could do about it. I am no fan of Kerry and Norah pretty much forced his hand on it, but I thought it was pretty forthright...for a politican.
