A number of the facilities that have/are transitioning to active duty only are in areas with heavy military retiree populations. All of this is occurring while the percentage and total number of veterans and active duty personnel continues to decline. The demographics of veterans is also changing as the population gets younger. So it’s not like anyone is asking for an increase is funding. This is a cut and a shift of funds elsewhere within the DOD budget.
