at play in the huge drop of long distance pricing.

Yes, it would be easy to specify that the "wires" business is regulated and must treat all competitors providing content equally. Of course, Comcast, Verizon and others don't like that idea.

Similar concepts of "unbundling" service have already been implemented in electricity. You continue to pay your utility for maintaining the wires and balancing the loads but can contract with other providers for the energy itself.
