...there was a bit of an outbreak in the WH at that time and the prophylactic dose is lower. Also, some countries (India) and front line docs are using it this way even though there is no RCT proof yet it works in this mode. Finally, it is a safe well-known drug for people without heart problems who are not critically ill. I don't know Trump's medical status but his WH doc would surely shoot down anything that conveyed serious risk to POTUS.
