I think he is sincerely calling out what he sees as hypocrisy.

People see small reopening protests outside state houses (made to look much bigger by the media looking for eyeballs), and immediately call out lack of masks. Some of those same people see massive nationwide protests now, and have nothing to say about masks, because they don’t object to the protests.

That’s both valid and sincere imo.
