Not constant. How much do you think people are in the streets? But the East

Precinct has definitely been a bit of a controversy since it opened around 30 years ago or so. Just looking at the map, the CHAZ (or I guess CHOP, now, Capitol Hill Occupied Protest) is in a really small space. Fewer businesses there than you might imagine and most of the apartments are outside the makeshift barriers. It really is laid out more like a street fair than anything else.

But you're correct, it won't be anything like normal until traffic opens up and they decide what to do with the police presence there.
