I assume the use of the word "seemed" is deliberate, because while
the George Floyd incident was horrific, it's clearly not "open season" on killing black people.
According to the attached article, the number of blacks killed by police is clearly disproportionate to the population as a whole, but it's not like it's just black people being killed by police. Half of people killed by police in 2019 were white. And the % of killings by race IS roughly proportionate to arrests by race. Obviously that begs the question of why are blacks disproportionately arrested.... and its a fair question to ask, but it seems to me the bigger problem is the absolute number of people killed by police. There were 1,001 unarmed people killed by police in 2019. By comparison, police in the England and Wales killed 3 people (not sure armed vs unarmed)
