I totally agree with this ruling. Excluding religious schools would be


A violation of the Establishment Clause IMO. Govt can’t establish a religion, and it can’t mandate (or favor) secularism.

You are right though - they can’t favor certain religions over others either. If the Moonies open a school it would have to qualify for the tax credit.
