It's not just the cops. The criminal justice system is corrupt and skewed
towards incarceration, particularly of poor people, disproportionately poor people of color. That skewing has a long history made rampant by the war on drugs and expanded upon by nearly every succeeding administration. Mandatory sentencing, privatized prisons, excessive bails and fines, while at the same time wealthy and middle class white guys (and the wealthy ones of color), walk with minor consequences. The cops support this corrupt system. The argument of good cop/bad cop is meaningless in the face of that corruption.
