Two things come to mind regarding that and they are interrelated.

For starters, Trump's whole life's modus operandi has been built on acting outside the lines of propriety, ethics, and legality.
Secondly, with this reputation, he cannot attract top drawer talent to craft legislation or legal briefs. There's only so much his subpar hired hands can do to paint up the pig as looking anything other than a pig.
