I think we have a couple of very concrete examples in swing states.

First of all, Governor Witmer woodshedded him in his Liberate Michigan foolishness. He made her immediately relatively popular and took MI out of tossup status.

Secondly, the Republican GOP went to court to get an order during the first peak of covid to force in-person primary without delay in Wisconsin. About that time, WI seemed to lurch in a definite blue direction. States don't like an over-played federal hand.
