Not everyone's fingerprints (or other biometric data) are available (link)
The Privacy Act of 1974 prohibits this. Normally, only databases of biometric data for convicted criminals is allowed. After acquittal, biometric arrest data has to be purged. The FBI and other government agencies have argued that their databases should be shielded from the Privacy Act, but I can't imagine boards of elections being exempt.
