"states and cities may decide they don’t have the money to mail absentee ballots, and will make them harder to get." (May being the operative word required for this conspiracy theory)

Since it hasn't been passed and unlikely to do so in the next few weeks, and by their own article only claim it "may" cause this to happen (since they can't claim it actually has happened, and they know it very likely won't in time for "may" to become "will"), only those wanting to fall for the conspiracy theory would not question their conclusion in the tweet that

"The Postal Service has informed states that they’ll need to pay first-class 55-cent postage to mail ballots to voters, rather than the normal 20-cent bulk rate."

How can they possibly "need to pay" something which hasn't even been approved yet, let alone gone through litigation?

And that is before even addressing the very unlikely scenario where such a change would only impact "states and cities" (in order to make this a conspiracy against mail in voting), rather than a change that would impact all bulk mailers in an effort to shore up the financial problems at the USPS.
