Here's an interesting twitter thread on the subject

(from a journalist, but seems to have some pretty specific references to Georgia policies and procedures). It says Georgia planned to do this on one race all along, and based on numbers, the presidential one is the logical choice. If that vote wasn't so close, they would have chosen another one.
