I agree with you on everything but the governor part.
There are multiple votes on the Supreme Court that have subscribed to the theory that the US Constitution gives state legislature, and state legislatures alone, the power to choose electors. This is the theory used to toss out state executive regulation and state judicial decisions.
So under this theory, which again has multiple proponents on the Supreme Court, the only body that matters are the state legislatures. No worry about a governor veto or a state supreme court
