That's where the safety net and other measures come in

At the end of the day, it doesn't matter what a governor says and does in many instances.

As long as many of our largest white collar employers have their workers at home (and not on the road), central business districts and developed suburbs will suffer. So will the airlines, the hotel chains, amtrak and uber. As long as significant swaths of the population aren't comfortable sitting in a restaurant or movie theatre (or going to the gym), those businesses will suffer. It doesn't matter what Northam (or Kemp or Whitmer or DeSantis) does or says. Sure, it makes a difference on the margin and make some people feel better, but won't move the system in a sustainable way.

It is in everyone's best interest to get back at it (and not just say things are open again). Everyone needs to pitch in, and we need to support the more vulnerable sectors of our economy. Similarly, we need to set expectations and get back in line when needed. We've known for months not to expect waves (and should have expected accompanying restrictions and should have expected honesty and transparency in policy-making).

We've fucked this up royally. Starts with leadership and government, but the citizenry carries a bunch of it too.
