reform. That should start with a federal ban on gerrymandering, but should go much farther. Require ballots have a paper trail, for example. We should not have state, county or district level differences in who votes and how, who is purged, etc. There should be federally mandated equality in numbers of voting machines per citizen, numbers of polling places per citizen, etc. Not necessarily how many, but they must be equal across a state.

I have said before, I would be happy to package those reforms with a federal voter photo ID requirement. That could be administered through federal offices like social security and military recruiting offices or reimbursed to states if it's done through something like a drivers license branch.
