I'll toss out for discussion:
Health care reform: Something other than single payer would be a winner. That's going too far and I am not a fan. I like the idea of doing away with networks and other roadblocks. Mandate uniform procedure codes, etc. I've posted on here at length before so I won''t again, but Health Services should be as much like a commodity as possible and Insurance should work as much like cash as possible.
Voting Rights/election reform. Revive the Civil Rights act gutted by SCOTUS. Outlaw partisan gerrymandering. Mandate that states provide facilities equally on a per capita basis. e.g. # polling locations, voting machines, poll workers, etc across a state. Mandate who can and cannot be purged from registered voters, curing ballots, casting provisionals, etc. I would trade all that for a national voting photo ID requirement that could be done for free at Drivers license branches, Social Security offices, Post offices, military recruiting offices, etc.
DC or Puerto Rico statehood is going too far. I would put put DC residents in Maryland and reapportion. MD probably gets another House seat.
