I think people could wait on site - e.g., in their car in the parking lot -


with the understanding there are no guarantees and the wait can only be approximated.

An algorithm could estimate the number of empty seats likely per time period give past patterns and translate that into a target buffer of standbys waiting to be served. When the number of standby people got low (e.g., 1 hour supply), technology could notify others to show up for the standby pool.

This would ensure higher throughput. Operations Research thinking needs to be applied to this.
