That is bragging that he kisses women without their consent, which is sexual assault. Not stating he could do it if he wanted to, but saying he does it. Maybe he was lying, but "I just start kissing them...Just kiss...I don't even wait" is not stating a hypothetical.
And the next part of the quote: "And when you're a star they let you do it. You can do anything" does not mean the women consent.
If a man walked up to your daughter or wife and kissed her and grabbed her between the legs before she even had a chance to say anything, would you tell her that the fact that she didn't have a chance to say "no" meant she had consented and wasn't sexually assaulted?
If she froze, because she was so stunned/in shock and/or knew that fighting back would be futile because the guy weighed twice as much as she did and/or he was her boss and/or she thought he might have a weapon and/or any other reason that contributed to a large power imbalance, would you look her in the eyes and tell her she wasn't sexually assaulted because from the guy's point of view she had let him do it?
The best possible defense of his comments is that he was lying, but he clearly says it's something he does (not a hypothetical he could get away with if he randomly decided to try it) and it's clearly sexual assault - in fact, that he says "when you're a star they let you do it" shows that he understands that as the star he holds the power in that large power imbalance, and the women would fight back if he weren't star because what he's doing is wrong under normal power dynamics.
