It depends on the details of the provision. As long as the requirement is that recipients must prove they are seeking work, it sounds rather Clintonian to me. Isn’t work ethic a good thing?

I think you are sort of saying the same thing when you say you’re not commenting on appropriateness, so not arguing here. Just adding that if it is structured well, it can be about making sure these kids being lifted out of poverty learn the adage about free lunches from the start of their lives.
