I remember even earlier reading a similar quote from an ALJ deciding SSDI

cases in southwestern West Virginia, like back in the '80s when I did a few SSDI cases in Denver, as an outgrowth of my work comp practice, and the standard as applied here was TOUGH, man! Had to show, IIRC (it's been awhile) that there was "no suitable gainful employment that the applicant could perform, in the national economy, as a result of a specifically determinable medical condition" and I'm reading in the Wall Street Journal that this ALJ in Charleston was approving all these people based on the fact that there was no job available in the local job market.

West Virginia SSDI has been an outlier for awhile.
