Travel bans work if the entire border is closed. See New Zealand, Australia

'Hey, look, we're doing something to show how serious we are' travel bans might score a couple of cheap political points while doing little else.
That China travel ban worked wonders to keep COVID from spreading.
Maybe LA County should consider closing the Orange County border to slow the spread.
