On the other hand he may calculate that the short term usefulness of being able to get what he wants without 60 votes for cloture is outweighed by the long term usefulness of having it in place for the eventuality of a Democratic return to power.
Where I might agree with you is that generally the Republicans prefer not doing anything over doing something (with the exception of cutting taxes and "entitlements", both of which they can do in reconciliation) and the filibuster is useful in generally preventing anybody, either side, from doing anything.
