No. It isn't cyclical. Liberal democracy has not been the norm.

The United States has stood as a beacon, however flawed, and much of its history is the arc toward fulfillment of those principles. The post-WWII era saw its expansion to many nations, partially because of the influence of the U.S.

It is at risk right now with one party joining its leader in an attack on elections. There is no guarantee that there is an "up" cycle on the other end.
