In this case that appears to be somewhat true. Not sure if you were unaware or just chose to ignore, but Oklahoma supplemented it and actually settled on a 6 wk law similar to that in Texas:

"It is the latest bill in the U.S. modeled after the strict Texas law that prohibits abortions after six weeks, before most women know they're pregnant.

Formally called S.B. 1503, but known as the "Oklahoma Heartbeat Act," the bill bans abortions after cardiac activity can be detected in an embryo or fetus. There are exceptions for when the mother's life is at risk, but not for rape or incest."

So still not a "total ban". Still too extreme for my liking, so if I was an Oklahoman I guess I would have to persuade my representatives to change this to something more reasonable, or vote for new representatives that will. If I'm outside OK, and feel it's my business what they do in their own state, I guess my option would be to push my representatives in D.C. to put forth Federal law to supersede what they're doing to Oklahomans. It may take fighting some filibusters, but if my position against such an aggressive stance is indeed as popular across the country as I think, that should be enough to pressure those wanting to filibuster to cave, or face being defeated in their own states. That's kind of how legislating is supposed to work.
