We can treat gun ownership as a privilege rather than a right, and require
the same kind of licensing that owning or operating a car requires, and require gun owners to carry insurance, and impose surcharges on manufacturers and dealers on each sale of a gun, with money going into a fund for gunshot victims and their families; and ban high capacity assault style weapons from common public ownership as we do bombs. And to borrow a rule from Wyatt Earp, no guns in town. No open carry no concealed carry of guns within cities, on public property in general.
The key here is to reduce the number of guns and types of guns available, as other countries do
