Hmm, interesting. After just a bit of thought

I think they are different but not because of the beliefs of the terrorist, which is really what hate crimes are about.

I can imagine a terrorism charge for taking hostages for ransom or taking hostages to effect a governmental policy. Depending on how you define it, the terror adds either an element of extortion or extortion with a political goal. Either way, I think that is a different, definable crime in the same way robbery plus murder is different than just murder and (if it requires a political goal) that selling secrets of your country is different than selling the secrets of your company

To me the analogy to a hate crime would be a statute that said terrorizing one political party is a crime but terrorizing the other party adds an aggravating factor to that crime. It's the act that is important to me
