Let's say I am a Saudi looking to gain favor with Trump

Maybe I want a favorable business deal (let's say, buying arms). I know his daughter Ivanka is "championing" a women's entrepreneur fund sponsored by the World Bank or some other organization. I agree to dump $100 million into Trump's daughter's fund at the same time as the Trump administration awards my country a massive arms deal.

Bribery or not?

Yes, it is. The DOJ looks at this sort of arrangement issue as potential bribery, because they have prosecuted companies under the FCPA for very similar circumstances when, in an effort to secure business form a foreign government, a company makes a charitable donation to a fund or foundation managed, sponsored or otherwise favored by a government official.
