"Ties to" is a terribly vague term, so you're going to have to define it before I argue it.

But yeah, we don't let actually known bad guys stick around. Most of these sorts of folks end up being small time criminals (and usually citizens or legal immigrants) who don't actually do anything truly bad until they blow some shit up.

I know it's an unsatisfactory answer, but we can't know everything before it happens, and we can't just lock up or kick out anyone who might have a grievance.
