I don't know. But if they do, that would only further reinforce
my point on the GOP not wanting make unpopular decisions to fix the ACA. If its support really is increasing, adding unpopular provisions, like meaningful, enforceable penalties can only hurt republicans (while simultaneously helping the ACA... so it's a double whammy).
Without stronger penalties or without substantially more federal subsidies, I do believe the ACA is doomed to fail over the long run. So I think the only GOP choice is to do nothing and let it fail. But I guess they were boxed into doing "something" because as Chuck says, the GOP is the dog that caught the fire truck.
The GOP really does find itself in a pickle. If they do nothing, they're perceived as, well, doing nothing. If they do something to fix it, the things needed to fix it will also be unpopular.
So yet another post where I used a lot of words to say what Hoodeyo said more succinctly... The republicans are damned if they do, damned if they don't.
