A friend back in the day wrote a paper on how Congresspeople determined ..


how their constituents wanted them to vote on a particular issue. Most talked about polling, letters they received, etc. One, who represented a part of Chicago, said he never paid attention to any of that because it was his belief that the people in his district elected him for his judgment. He would vote how he believed an issue should be resolved and if his constituents disagreed with his judgment, they could vote him out, either in the primaries or the general election.
