I think you're right. They are pandering to the far right for the next

election cycle so they can point fingers then. Most, like Grassley, are probably counting on it not to pass without ever publicly saying or voting so.

This is also how Trump made it to the White house..... cowardly, self-serving politics by many in the Republican party.
