Other than being a funny jab at Trump seems pretty ineffectual. I mean

Can't the government just build the fence around them leaving their land on the Mexico side if it wants? It's almost certainly desert in SW Texas or New Mexico, what does Trump care in he leaves these people and their tiny plots of land on the wrong side of a wall.

I get it, it's a funny gotcha at Trump, but overall likely irrevelant as to whether there is or is not a wall built in that area.
