Doubtful. China is doing what it thinks is best

Which is whatever it can to prevent tens of millions of NK refugees from coming into China. If that means trying to illegally give NK oil, that wouldn't surprise me. I don't know exactly what to do about it. Having a untied front call them out on it (via the UN, maybe?) is probably a good idea. A tweet from POTUS is not near the top of list of ways to address the issue.

All I know is that someone as eratic as Trump is the last person I want in charge of handling it. My only goal for Trump regarding NK was to just not go to war. That's it. If he did that, he'd have handled the NK situation just fine. It is getting way too close for comfort over there.
