Right, and the employer is trying to avoid paying benefits not


necessarily because they "don't want to", but because the productivity / skill level of the part time employee makes it unaffordable to pay benefits.

And again, I don't think a job as a cashier should be expected to pay benefits. The key to helping people who are primary breadwinners earn a living wage is to get them better trained so they don't have to be a cashier... not to force the cost of an unskilled job higher by law such that it exceeds the marginal benefit of that worker for employers... or that it becomes cheaper for employers to invest in automation. That may work for a short period of time, but ultimately will lead to those jobs going away.

And it would be good if employers weren't forced to make the job part time because of the benefits issue. I assume some of the employees would rather be full time without benefits than part-time without benefits, but the ACA takes the first option off the table for employers with 50 or more employees.
