There's not a single yellow shaded (outbound) state in the south, and there are a handful of blue shaded (inbound) states. And the article specifically states "The southern states also saw a high number of people moving IN with 52 percent of total moves being inbound".

And while taxes certainly aren't the only reason behind moves, if you take the top 10 inbound states and the top 10 outbound states from your article and cross reference them against the Tax Foundation's ranking of the highest tax states (with #1 being the highest taxed and #50 being the lowest taxed), the average tax ranking of the outbound states is 11.4 (out of 50) and the average tax ranking of the inbound states is 30.3 (out of 50). And the top 4 outbound states (IL, NJ, NY, CT) are ranked #5, #3, #1, & #2 on the tax foundations list of highest tax states. And Wisconsin is #10 on the list from your article and is the 4th highest taxed state. So of the 10 outbound states, half are the 5 highest tax states. So while there's more to this dynamic than just taxation, that's a correlation that's hard to totally dismiss.

I love NYC, but I understand why all the private equity and hedge fund guys have offices in Florida. The weather this time of year certainly is part of it, but the 13% of earnings they get to keep by attributing it to Florida instead of NYC can't hurt either.
