about deficits and fiscal discipline. The party in power wants to spend. And the only time they ever compromise (like with the spending deal last week) is when they both get to spend something - they'll compromise if they get some but not all spending they want, but not when cuts includes things they don't want. So, we never see compromise on cutting spending, except perhaps with the sequester deal, which of course just got compromised into oblivion.
