1) Age to 21 ... I guess it's a carve out for older HS kids or recent grads who might want to try and exert their power over their tormentors. But I'm not sure what this will actually accomplish. Also, active duty servicemen, national guard and LEOs are exempt.

2) Violent Threat Restraining Orders ... a red flag law as discussed on this site previously

3) Restrictions on people who have been involuntarily committed to a mental health facility, or who are subject to various other sorts of restraining orders, or who have previously made violent threats against schools.

4) At least one LEO per school, with options for local PDs to supply or train more at the school district's request

5) Funding for things like metal detectors, etc...

6) Dedicated mental health counselors at every school (e.g. not part-time teachers serving two roles)

7) $50M for state mental health initiatives

So ... not nothing. But nothing that's going to even try to dent the availability of weapons for those resourceful enough to steal them from a legitimate owner, or buy them off market.
