Why is this "overcounting"? Even the FBI, which is extremely cautious about using the term, allows for domestic terrorism related to "extremist ideologies of a political, religious, social, racial, or environmental nature." I'd love to see more details on his data, but would he classify, say, Dylann Roof as a terrorist? I don't see how you could avoid that conclusion. It's not a certainty yet that Conditt's killings are attached to some identifiable cause, but based on the guy's own writings, we certainly can't write it off.
