Except you simply want to blame the GOP and Trump, but unfortunately all of


those things I listed have nothing to do with the GOP or Trump. And they aren't simply things that require "tweaks", but rather fundamental flaws in the law from the start that lead to the easily predictable problems we see today. Not to mention we don't exactly see Dems pushing for those "tweaks" and when the GOP did put forth many of those "tweaks", there were no Dem votes to be found.

And stop with the nonsense that "we just need more healthy people to sign up" to fix what ills the individual pool. Somewhere in the area of 80% of those entering that pool require some type of subsidy to make the mandated coverage "affordable". That is a fundamental flaw, and not one created by the GOP or Trump. IIRC there are 8-10X the number in the ER pool than the individual one. Even if you get every single non-covered individual to sign up, there is no way that can impact the quality of the "shared risk" in that pool, like lumping it with ER plan folks would. And that doesn't require the subsidies adding individuals would.

Finally, as for your claim about how the GOP has taken away funding, that's mostly nonsense too. The funding for the individual subsidies remains and has only gone up as I understand it. The only substantial funding taken away was for subsidizing Insurance Cos. if they priced their risk too low (to artificially make it look more "affordable"). By now they should be able to properly price that risk, and that was taken away by Rubio before Trump was even elected, and thus has no impact on the phenomenon this article is addressing. Beyond that there was funding for marketing, because of course 6+ yrs into this mess, we all need to be taught of its existence. And now funding lost by no longer having an individual mandate, which not shockingly actually reduces spending, and is only now kicking in, again after the phenomenon addressed in the article.
