Yes indeed. In the earliest days of the republic, when just getting the


Constitution ratified by the states was by no means a slam dunk, there was tremendous concern throughout the original 13 about federal overreach. The 2A was an indispensable part of the process in making states comfortable that their own "well regulated militias" could not be ordered to disarm by a power hungry central govt.

How the drafters back in 1791 would feel about its political application today - that is an open question.
