Interesting question but there is a good argument that the primary

Criminal laws are mostly to set the punishment for behavior normal people instinctively already know is wrong. Murder and stealing didn’t become wrong because we got used to criminal codes or because of a stunt on Mt. Sinai. Successful human society isn’t really possible without refraining from that behavior within your group. I imagine groups of other animals have similar instincts not to do it.
