Federal employees. There's absolutely no question the IG can recommend disciplinary actions be taken against government employees for revealing the information IF THERE IS A POLICY/LAW/WHATEVER THAT SPECIFIES THEY CAN BE PUNISHED FOR DOING IT (sorry, I don't know how to underline). If there isn't, all the IG can do is recommend that there be one and the Trumpons can expect a blizzard of paper about Cohen's dealings until that law/policy/whatever goes into effect. (Whine on, Iceman!) I haven't seen an SAR form to be able to tell if it discusses penalties for revealing the information by non-government employees. If there is no specific penalty in the law establishing SARs for revealing the information by bank employees, then only the bank can discipline them if they so choose and the IG has to accept the result.
