He may be only one willing to release it. Cohen has a lot of dangerous,

unethical acquaintances. For all we know one of them got the info and is leaking it. Or maybe a state actor who thinks trump is being influenced to harm their interests is doing it. There are recent decisions being made by trump alone that are going to cost lots of countries and companies billions of dollars in short order. I bet a number of intelligence agencies have investigated who is giving money to trump’s self proclaimed fixer by this point. Even plenty of companies apparently figured out who to pay so it must be well known.

Mueller will have handed off Cohen to the SDNY so a second agency that Trump can’t fire is involved. Mueller may correctly have figured that he was done if he moved on Cohen. It doesn’t mean he can’t follow up on Russian money paid to Cohen.
